Mr. Luc Dandurand recently joined the private company Guardtime as Head of Cyber Operations in Tallinn, Estonia, where he is responsible for developing products and services for cyber ranges and exercises. Prior to joining Guardtime, he was the Head of the Information and Communications Technologies (ICT) Applications and Cybersecurity Division in the International Telecommunication Union’s Telecommunication Development Bureau (BDT), assisting ITU Member States in cybersecurity and ICT applications for sustainable development. His division ran programs for awareness raising and capacity building on areas such as mHealth, eAgriculture, the implementation of national computer incident response teams, and the development of national cybersecurity strategies, as well as publishing the ITU’s Global Cybersecurity Index (GCI).


Mr. Dandurand started his career as a Signals Officer in the Canadian Forces, working mostly on advanced, adversarial cybersecurity assessments of computer networks for the military and critical government departments. After retiring from the military, he worked for Canada’s Communication Security Establishment, leading a team responsible for prototyping novel cybersecurity solutions. Prior to joining the ITU, Mr Dandurand worked at the NATO Communications and Information Agency, managing cybersecurity capability development projects for NATO and NATO Nations, mainly in the area of information sharing, detection of advanced persistent threats and multi-national exercises.
